Real Madrid and Atletico Madrid banned from making signings in next two transfer windows

FIFA has banned Real Madrid and Atletico Madrid from registering new signings for the next two transfer windows for breaching its rules on the international transfer and registration of players aged under 18.

The ban does not affect the current registration period and does not prevent players leaving either club, but means that after this month's transfer window closes neither Real or Atletico will be able to register any new players until the summer of 2017.

Atletico have also been hit with a 900,000 Swiss francs fine (£620,000) while Real have been fined 360,000 Swiss francs (£250,000).

A FIFA statement read: "The two clubs were found to have violated several provisions concerning the international transfer and first registration of minor players as well as other relevant provisions with regard to the registration and participation of certain players in competitions.

"Additionally, Atletico Madrid and Real Madrid have been fined CHF 900,000 and CHF 360,000 respectively, while both clubs have been issued with a reprimand and given 90 days in which to regularise the situation of all minor players concerned."

Less than 1% of Nigerians have life insurance

Director-General, NIA, Mr. Sunday Thomas

Less than one per cent of Nigerians voluntarily subscribe to life insurance due to a general apathy for the business by the government and the citizens.

According to the National Insurance Commission and the Nigerian Insurers Association, less than one per cent of Nigerians have taken life insurance cover.

The Director-General, NIA, Mr. Sunday Thomas, expressed worry that Nigeria was among the least countries in terms of insurance contribution to the Gross Domestic Product at 0.72 per cent.

“The country’s diagnostic study says less than one per cent of the adult population in Nigeria has access to a voluntary insurance policy,” he said.

The Nigerian insurance sector, he said, was grossly untapped because it had not yet appealed to the informal sector, which constituted over 80 per cent of the population.

Thomas noted that it was common knowledge that insurance culture was very low among people in the informal sector, adding that it would take deliberate efforts to win the confidence of this sector.

“For the NIA, the obvious way forward is through closer interaction with this sector, intensive capacity building and greater expertise in micro insurance, providing unique micro insurance services, development of people-friendly products, and improved innovative distributive system,” he said.

Thomas explained that micro insurance was targeted at the informal sector and the low-income earners.

He said it was a veritable tool for mitigating losses from unexpected accidents and disasters, adding that the low-income earners were invariably exposed to innumerable risks.

According to the director-general, micro insurance works on the phenomenon of risk transfer mechanism characterised by low premiums and low coverage limits.

He pointed out that the NAICOM had set out the framework, road map, and market and regulatory strategic directions for the operation of micro insurance in Nigeria.

The Commissioner for Insurance, Mr. Mohammed Kari, said the government’s general attitude to insurance had to improve.

“There is low patronage of insurance by government and its agencies and lack of effort to protect public assets. Even when it does, the funding is haphazard,” he noted.

According to him, it is common knowledge that the ability of the government to replace damaged or lost assets is not as sound as it used to be; as such, insurance is the best alternative to having no protection at all.

“Employees, especially our gallant members of the armed forces fighting insurgents, need to have the comfort of insurance protection as they carry out their duties,” he said.

The commissioner said there was an apparent lack of insurance expertise in the civil service, which was making the government not to be properly guided internally as it ventured to deal with the industry.

Kari said the position of insurance practitioners was virtually non-existent in the civil service’s scheme of service, for the few insurance professionals in the service were not placed properly to play their role.

The commissioner also said the industry had been yearning for a review of the insurance laws in the country, adding that a bill had been drafted and submitted to the Ministry of Finance with the full involvement of all stakeholders.

He, however, noted that almost five years later, nothing had been heard of the bill.

on Missing’ budget we’ll receive today– Saraki

Senate President Bukola Saraki has said that a committee saddled with the responsibility of investigating the controversy over the Senate’s copy of the 2016 budget will submit its report today been Thursday.

Saraki, who gave the assurance on resumption of plenary on Wednesday, confirmed that the issue was discussed at the executive session of the chamber on Tuesday.

He said copies of the document would be distributed to members as from Thursday, adding that members would begin a three-day debate on the 2016 Appropriation Bill from Tuesday next week.

Saraki spoke on the confusion over the Senate’s copy of the budget proposal after the Chairman, Senate Committee on Information, Senator Enyinnaya Abaribe, raised a point of order, drawing the attention of the Senate to the media report insinuating that the document was indeed, missing from the red chamber.

“The matter that I refer to is what is in every newspaper today, everywhere in all the talkshows on radio – of a missing budget and therefore Mr. President, I want to bring to your attention and all my colleagues that yesterday (Tuesday) at our close session, this matter also came up,” Abaribe said.

“Some of us have been inundated by messages from our constituents who are really worried about what their fate will be in 2016, and are asking about the whereabouts of the budget document.

“That is why I think it is definite and it is urgent that we look into this matter.”

Obviously boxed into a tight corner over the issue, Saraki said since all the senators were part of the issue as extensively discussed at the executive session on Tuesday,  it was better to wait for the report of the committee saddled with the responsibility of searching for the missing document.

“You know we are all part of the decision at the close session yesterday (Tuesday) and as part of that decision, we are still waiting for those we have referred to carry out the assignment to come back to us,” he said.

“I think they will come back to us by tomorrow and we will go into a closed session, finish up the report and we will be able to debate it properly.”

Lassa fever: Benue Reps disagree over rat delicacy

Members of the House of Representatives from Benue State on Wednesday disagreed among themselves on whether to eat rats or not.

The rodent, which lives in both bushes and human homes, is a delicacy widely consumed in Benue State, particularly among the Tiv tribe.

The rat is also one of the known carriers of the deadly Lassa fever virus, which has claimed 41 lives in its resurgence in Nigeria.

But, on Wednesday, as the House debated a motion calling on the Federal Government to urgently contain the spread of the virus, lawmakers from Benue State got into an argument over the consumption of rats.

The motion on the virus was originally sponsored by a member from Imo State, Mr. Chike Okafor.

Okafor only urged the House to intervene by advising relevant government health agencies to contain the spread of the virus. But Mr. Hassan Saleh, from the Idoma tribe of Benue State stirred the disagreement when he called for a total ban on the eating of rats.

“People should stop eating rats; the disease is dangerous,” said Saleh, representing Ogbadibo/Ado/Okpokwu Federal Constituency.

“We have lost lives and the fear is that this is more than when the Ebola Virus was here. So, people should stop eating rats.”

In response, his Tiv brothers, the Chairman, House Committee on Federal Capital Territory, Mr. Herman Hembe; and the Chairman, House Committee Rules and Business, Mr. Oker Jev, immediately opposed his suggestion by urging the Speaker, Mr. Yakubu Dogara, to call Saleh to order.

The two chorused that stopping the eating of rats could not be the solution.

Hembe, who represents Konshisha Federal Constituency, raised his hand several times, shaking his head in disagreement while insisting that he must speak to counter Saleh’s suggestion.

He eventually jumped up to speak without being recognised, but the speaker politely turned him down, saying he would not allow the chamber to be turned into a rats affair, amid a thunderous laughter on the floor.

Saleh thereafter left his seat to confer with Hembe and Jev on their seats. The three lawmakers later shook hands and resumed their legislative work.

NIGERIAN WOMAN FLEES TO CANADA ESCAPE FGM

A Nigerian woman has fled the country to Winnipeg, Canada, to help her daughters escape Female Genital Mutilation.

 The woman’s father-in-law had insisted that the woman’s first daughter must undergo FGM when she was just a few months old. That procedure almost led to the death of the baby.

To avoid the same from happening to her other children, the woman who is currently pregnant with triplets sought refuge outside the shores of the country.

CBC quoted a lawyer, Bashir Khan, who assisted the woman in obtaining a refugee status in Canada as saying, the woman was forced into vehicle and driven to a rural area where she couldn’t bear to stay and watch while her first daughter was forcibly mutilated.

FGM, also known as female circumcision, involves removing all or part of the clitoris as well as, often, the labia to make young girls appear “more virginal.”

In the case of the woman’s first daughter, “they cut off too much of her clitoris, and she nearly died from the infection,” said Khan.

When she became pregnant with triplets – all female – the woman was told she could have the procedure done on the babies when they were born or abort them, Khan added.

Instead, she fled Nigeria, and arrived in Canada in November 2015, when she was 29 weeks pregnant.

“It was pretty hard for her to get refugee status,” said Khan.

She was assigned Khan as a lawyer by legal aid, who assembled the documents for her refugee status claim.

But in January, Khan uncovered a letter alleging the woman was involved in FGM and thereby aggravated assault on her first daughter.

“The minister’s consul – that is the minister of citizenship and immigration here in Winnipeg — wrote a scathing four-page letter calling my client a bad mother and saying my client should not be able to make a refugee claim,” said Khan. “Statistics tell us that ministerial interventions in the last few years have skyrocketed in the past few years.”

Khan said there was no evidence that that had taken place.

“That was something that sat uncomfortably with me, my client and the board member who heard the case,” he said.

Khan called the statements disturbing and traumatising for his client.

“This is a horrible cultural practice. The purpose of FGM is to discourage sexual promiscuity and to promote chastity,” said Khan. “Parents subject their daughters to FGM based on the social belief that a young woman who refuses to undergo this will have difficulty in labour or will be unfaithful to her husband.”

He said she was in a state of shock when he explained to her what was happening.

“She was just horrified,” he said. “It was a disturbing and uncomfortable moment. The room got really cold.”

Since then, the woman was granted refugee status.

According to Khan, the woman is currently doing well in Canada and hopes to raise her three daughters there.

2016 started with sadness and beef among Nigerian entertainers

The year 2016, is rather starting on a sad note with various beef among some notable Nigerian entertainers (Music) as they continue to pour out their venom on some of their coleagues who have hurt them directly or indirectly.

Hypertek record singer, Dammy Krane, had recently alleged that fellow singer, Wizkid, stole some songs from him and has been trying to intimidate him with it.

Dammy Krane, 24, had made several accusations about the singer of not being real but wizkid, chose to play the boss by not replying him when the case was hot.

Surprising to many, Wizkid who is currently on vacation in Amsterdam, decided to give a strong response with an attribution to his creator whom he says has been the one giving him grace to succeed without stress.

Transfer gossip: Vidic, Phillips, Campbell, Gomes, Ivanovic, Sane and others

United have turned their attention to Valencia's Portugal midfielder Andre Gomes, 22, after Atletico Madrid boss Diego Simeone put a block on a move for 21-year-old Spaniard Saul Niguez. 

City boss Manuel Pellegrini says he is not seeking cover for central defender Vincent Kompany, 29, despite uncertainty over when the Belgium international may return from a long-term calf injury. 

Bournemouth are the latest club to show an interest in Queens Park Rangers winger Matt Phillips, 24, who is also a target for West Brom.

Former Manchester United defender Nemanja Vidic, 34, has left Serie A side Inter Milan by mutual consent and is considering a move to the MLS.
